Temple City’s pre-approved ADU plans
Temple City has started a pre-approved ADU plan program. The city’s Pre-Approved ADU Plans page currently lists two designs from one designer:
- “The 16th” — a 476 sq ft, one-bedroom ADU
- “Five Gables” — a 799 sq ft, two-bedroom ADU
To use one, you contact the designer listed by the city and purchase the plan. The city says more plans will be added over time. YRC does not own either plan, but we can build a Temple City pre-approved plan you purchase — preparing the site plan, coordinating utilities and constructing it.
Steps to submit an ADU with a pre-approved plan
The city lists five steps:
- Select a pre-approved standard plan and purchase it from the designer.
- Prepare a site plan.
- Complete a Zoning Clearance Application and an Address Assignment Application.
- Submit the plan and applications through the city’s online portal.
- Pay the review fee.
Fees are set by the city’s current Planning and Building fee schedules — check the schedule in effect when you apply. Under AB 1332, a detached ADU application using a pre-approved plan must be approved or denied within 30 days once complete.
If a listed plan doesn’t fit your lot
Two plans can’t fit every lot. If your backyard is narrow, deep, or you need three bedrooms, you have two options:
- A YRC standard design — our 500–1,000 sq ft all-electric designs (pending pre-approval in Rosemead and Monterey Park) can be adapted and permitted in Temple City as a regular ADU.
- A custom design — drawn for your parcel, then submitted through zoning clearance and building plan check. State law still requires the city to act on a complete application within 60 days.
Temple City lot considerations
- Deep lots with rear garages are common, which makes a detached ADU or a garage conversion straightforward to place.
- Utilities run long: sewer laterals and the electrical feed to a rear ADU can add significant work — we measure them during the lot check.
- Addressing: the city requires a separate address assignment for the ADU, which matters for mail, utilities and rentals.
- Neighbors: window placement and the location of the heat-pump condenser affect privacy and noise; we design with both in mind.
All-electric construction and panel upgrades
New ADUs in California are designed around heat pumps. A typical all-electric ADU includes a heat-pump water heater, a ductless mini-split heat pump, an induction or electric range and a ducted range hood. Our C-10 electrical license lets us size the ADU sub-panel and handle main service upgrades in-house, so the electrical design, permit and installation are one team’s responsibility.

Temple City ADU FAQ
Do I have to use a city pre-approved plan?
No. Pre-approved plans are optional. They save design time, but any ADU that meets the standards can be approved.
Can YRC modify a pre-approved plan?
Changes generally mean the plan is no longer “pre-approved” and will be reviewed like a custom plan, and the designer owns the design. We’ll tell you which route is faster for your lot.
Can I get a quote?
Yes — every lot is different, so we give a free written quote after a free lot check.
