Yellow River Construction Inc designs and builds ADUs and garage conversions in El Monte, and handles the city’s Zoning Clearance and building permit for you. CSLB #1161539 (B — General Building, C-10 — Electrical). English / 中文。
El Monte’s two approvals: Zoning Clearance, then building permit
In El Monte, an accessory dwelling unit requires a Zoning Clearance from the Planning Division before the building permit. According to the city, the Zoning Clearance submittal includes:
- Plans: a site plan, floor plans and elevations;
- A Planning Application signed by the property owner — the city requires an original wet signature;
- The Zoning Clearance application fee — check the current amount with the city;
- A digital set of plans and one full-size 24″ x 36″ printed set.
Unlike cities that take applications by email or portal only, El Monte’s Zoning Clearance is submitted over the counter to Planning staff during counter hours. We prepare the set, get your signature on the application, and take it in for you. After zoning clearance, the construction documents go to Building & Safety for plan check.
El Monte ADU program guidelines
El Monte publishes ADU/JADU program guidelines and ADU regulations in its zoning code (Division 11, regulations for specific uses). State law sets the floor: cities must allow at least an 800 sq ft ADU with 4-foot side and rear setbacks and must decide on complete applications within 60 days. We design to the city’s current standards and confirm details with Planning before submittal.
Pre-approved plans and El Monte
We did not find a city-published pre-approved ADU plan list for El Monte at the time of writing. El Monte participates in the San Gabriel Valley Council of Governments (SGVCOG) pre-approved ADU plans program, which gives member cities access to a curated set of vendor-owned designs. You can also start from one of our YRC standard designs (city pre-approval pending in Rosemead and Monterey Park), adapted and permitted as a regular ADU in El Monte.
Popular El Monte ADU projects
- Garage conversions — many El Monte homes have detached garages that can become a studio or one-bedroom unit; conversions need no added parking under state law.
- New detached one- and two-bedroom units — for example a compact 745 sq ft two-bedroom.
- Lots with existing duplexes or small apartment buildings — state law allows detached ADUs and conversions of non-livable space on multifamily lots.
Electrical service: plan for it early
Older El Monte homes often have small electrical services. An all-electric ADU — heat-pump water heater, ductless heat pump, induction range — usually needs a load calculation and sometimes a main panel or service upgrade with Southern California Edison. As a licensed C-10 electrical contractor, we handle that work ourselves, which keeps the schedule in one team’s hands.
How we run an El Monte ADU project
- Lot check — zoning, setbacks, garage condition, sewer and electrical.
- Drawings — site plan, floor plan and elevations for Zoning Clearance; then structural, Title 24 and MEP for plan check.
- Zoning Clearance — wet-signed application, printed and digital sets, over-the-counter submittal.
- Building permit — plan check corrections and fees.
- Construction — our own crew; inspections and final.
