Who issues ADU permits in Rowland Heights?

Rowland Heights is an unincorporated community of Los Angeles County, not a city. That means two county departments review your ADU:

• LA County Regional Planning — zoning review and the site-specific plot plan.
• LA County Public Works, Building & Safety — building plan check, permits and inspections, filed online through EPIC-LA.

LA County’s free pre-approved ADU standard plans

LA County offers county-owned pre-approved ADU Standard Plans that homeowners in unincorporated areas can use free of charge:

• Standard ADU Plan A — 1,200 sq ft, 3 bedrooms, 1 bathroom
• Standard ADU Plan B — 1,200 sq ft, 2 bedrooms, 1 bathroom
• Standard ADU Plan C — 800 sq ft, 1 bedroom, 1 bathroom

Important limits from the county: these plans cannot be revised and must be permitted as designed (they can be rotated or mirrored), they require an approved site-specific plot plan from Regional Planning, and site-specific Title 24 energy calculations are still required. The plans may not be approved for certain site conditions — a real consideration on Rowland Heights hillside parcels. The county says designs owned by local design firms will also be added for homeowners to purchase.

The county’s step-by-step process

1. Download a county standard plan (or buy a listed design firm’s plan) and submit a Regional Planning base application with a site-specific plot plan.
2. Submit a residential new-construction building permit on EPIC-LA with the approved plot plan, the full standard plan set and Title 24 calculations; pay plan check fees.
3. Receive the agency referral sheet listing other approvals you need (for example, fire, water or sewer agencies).
4. Plans are checked and approved.
5. Submit the approvals from every agency on the referral sheet.
6. Pay permit fees on EPIC-LA; the permit is issued.
7. Build and request inspections online. The county requires a first inspection within 12 months of permit issuance and follow-up inspections at least every 180 days to keep the permit active.

Free county plan, YRC design or custom?

• County plan: a free county design and a predictable review — best on a flat lot where an 800 or 1,200 sq ft footprint fits as drawn.
• YRC design: our 500–1,000 sq ft all-electric designs fill sizes the county list doesn’t (for example a 500 sq ft one-bedroom or a compact 745 sq ft two-bedroom). In unincorporated LA County they are permitted as a regular ADU; YRC designs are pending pre-approval in Rosemead and Monterey Park, not with the county.
• Custom design: for sloped lots, unusual shapes or two-story units.

Rowland Heights site conditions we check

• Hillside and grading — many streets south of Colima Road are hilly; slopes can require geotechnical reports and special foundations.
• Fire hazard zones — parts of the Puente Hills area may fall in a fire hazard severity zone, adding construction requirements.
• Sewer vs. septic and water purveyor approvals, which show up on the county’s agency referral sheet.
• Electrical capacity — we do the load calculation and any service upgrade in-house under our C-10 license.
