San Gabriel’s ADU rules in brief

On April 16, 2024, the San Gabriel City Council adopted updated ADU and JADU regulations (Ordinance No. 706) that apply in all residential zones; the rules live in San Gabriel Municipal Code §153.047. Highlights:

• Single-family lot: one ADU and one junior ADU.
• Existing multifamily lot: up to eight detached ADUs (not exceeding the number of existing units), plus conversions of non-livable space in up to 25% of existing units.
• Ministerial approval: ADUs that meet the standards are approved by the Community Development Director or designee — no public hearing.

How to apply in San Gabriel

San Gabriel asks that all ADU applications be submitted by email to the Community Development Department at CommDevInfo@sgch.org. Under the municipal code, an application is not complete until it includes:

1. A completed application form;
2. Site plan, floor plan, elevations, photos and any other materials the City Planner needs;
3. A copy of the property deed showing the owner of record; and
4. The site plan review fee from the citywide fee schedule in effect at the time.

After Planning approval, the construction drawings go to Building & Safety for plan check and permit. We assemble the full package so nothing is missing at intake — incomplete applications are the most common cause of delay.

Is there a pre-approved plan list in San Gabriel?

We did not find a city-published pre-approved ADU plan catalog on San Gabriel’s website at the time of writing. The city’s Housing Element progress report lists pre-approved ADU plans as one of the tools it may use to boost ADU production. Even without a list, state law (AB 1332) requires a city to act within 30 days on a detached ADU that uses a plan identical to one it has already approved — so a design we’ve permitted before in San Gabriel can move faster the second time.
